We can give out loans just to owners of Economy Fixers to a max of 5k.

We could wait for sometime until the bank has plenty money to start giving out huge loans

if we want to make money on it yes we need loans and if we want to actually have any deposits we need interest and without loans we would lose money

Definitely, also it would best be a long term deposit bank, where you deposit, and can not withdraw for a some time and it grows fast.

Wouldn't that discourage them from paying, they could start other accounts
